Det. Jim Mackay, Ret.
Retired San Diego Police Detective Jim founded the National Law Enforcement Foundation after serving 34 years. Jim could only leave the profession he loved at such a precarious time if he were to help the daily life of current and future officers. No one was willing to be responsible for changing how LE accesses childcare, so Jim decided to be the one and built the NLEF Team.
Jim worked alongside many joint taskforces with the FBI and DEA. Jim also served on the San Diego Police Officers Association executive board as the Treasurer and Chairman of the association's Foundation, guiding the nonprofit to become one of the country's premier law enforcement association foundations.
Jim also was a founding member of the national coalition, "UCOPS," the United Coalition of Public Safety.

Chief David Nisleit
Chief David Nisleit (Ret.)
Former Chief of Police, San Diego
Chief David Nisleit (Ret.) dedicated 36 years to the San Diego Police Department, ultimately serving as the 35th Chief of Police for the nation’s eighth-largest city. With a deep respect for the badge and the men and women who wear it, Chief Nisleit built a reputation as a leader who always put his officers first—ensuring they had the tools, training, and support necessary to perform their duties with excellence.
Throughout his career, he found ways to modernize the department without compromising its core mission. He was one of the first major city chiefs to implement body-worn cameras. Under his leadership, San Diego became the first city in the country to open a law enforcement-only childcare and early education center—a national model aimed at addressing the growing recruitment and retention crisis.
Chief Nisleit rose through the ranks of SDPD, commanding key areas including Patrol, SWAT, Narcotics, Gangs, Homicide, Sex Crimes, and Internal Affairs, and serving as Assistant Chief before taking command in 2018. He also served on the boards of CalChiefs and the Major Cities Chiefs Association, where he helped shape national public safety strategy for urban agencies.
Now retired from the department—but never from the mission—Chief Nisleit continues to serve the profession he loves. At a time when law enforcement faces historic challenges, he is focused on strengthening officer support and family stability as a strategic leader with the National Law Enforcement Foundation. We are proud to have Chief Nisleit bring his lifetime of experience, humility, and unshakable commitment to those still answering the call.

Det. John Howard, Ret.
Retired San Diego Police Detective John Howard brings a lifetime of service to his country and community.
John served 27 years in law enforcement, managing projects across Federal, State, and local municipalities.
John is a United States Navy veteran and is dedicated to improving the current state of policing for our current and future officers.

Anne Bosanac
Co-Founder of Emissary Relations, LLC, a public affairs firm that works with major corporations, foundations, institutions, nonprofits, and individual donors to promote causes and ideas.
Anne is considered a trusted advisor and ultimate connector to political campaigns, nonprofits, major donors, and companies nationwide. She specializes in strategic finance plans for established and startup nonprofits and political campaigns.
Anne has worked closely with law enforcement for the past decade, strengthening their philanthropy. She is dedicated to ensuring that no other agency has to wait the years it took to develop the initial plan for the city of San Diego and will go from state to state to ensure agencies acquire the funding necessary to customize childcare for their officers.

Chris Gober
Chris Gober is a trusted legal adviser and problem solver for the toughest political, public policy, and regulatory challenges faced by ambitious and high-profile changemakers. As recently described by The New York Times, Gober is a “swaggering Texas-based lawyer” who has represented billionaires like Elon Musk, championship-winning athletes and coaches, award-winning on-air personalities, and dozens of U.S. Senators, Members of Congress, and Governors.
Gober is a proven winner in courtrooms across the country, so he often gets the call when someone has a complex problem or case they can’t afford to lose.
He has previously served as General Counsel to the National Republican Senatorial Committee, Deputy Counsel to the Republican National Committee, General Counsel to the Republican Party of Texas, and Counsel in the Office of Legal Policy at the U.S. Department of Justice. From 2005 to 2006, Gober worked on national security matters and was part of the team that prepared Chief Justice John Roberts and Justice Samuel Alito for their confirmation hearings for the U.S. Supreme Court. Law Enforcement is fortunate to have Chris as our champion!

Becca Klemin
Rebecca is one of the nation's political and campaign finance experts, working with the largest state and national political organizations. She has over 20 years of experience developing strategic funding and compliance plans.
Rebecca's clients and colleagues span the entire country, and she is devoted to finding tangible, measurable solutions to improve policy.
Before founding Political Finance Solutions, Inc., she served as the Controller and Deputy Finance Director for the California Republican Party. Before moving to California in 2007, she served as the Controller, Director of Operations for the Arizona Republican Party.
Rebecca is a proud Sun Devil who received her B.S. in Political Science with minors in History and Philosophy from Arizona State University. Born and raised in Scottsdale, Arizona, she resides in Sacramento with her family and loves cats and America.

Justin Sparks
Missouri State Representative Justin Sparks served as a Sergeant with the St. Louis County Police Department for nearly 15 years. The majority of that time was spent in the Division of Special Operations first as an operator within the Tactical Operations Unit (SWAT), and then as a Supervisor within the Special Response Unit. Sparks was a Deputized United States Marshall serving on the fugitive task force in the Eastern District of Missouri, and supervised and participated in High Risk Fugitive Apprehension Operations.
After being elected to the Missouri House of Representatives, Rep. Sparks retired from the Police Department and joined the National Law Enforcement Foundation focusing on the recruitment and retention of Police Officers in Missouri.
Sparks is an Instructor in various disciplines including Firearms, Less Lethal Munitions, Emergency Vehicle Operations and Active Shooter Response.
Rep. Sparks lives in Wildwood, MO with his wife Mandy and their 6 children.
